He added that the national power grid is in a "critical" state, and said that the country is " open to anyone that wants to sell us fuel". Fuel shortages have drastically increased power outages across the capital of Havana, with many areas left without electricity for up to 20 to 22 hours daily. The Russian-flagged Anatoly Kolodkin is the only large oil tanker that has delivered crude oil to Cuba since December.
